Romania Modernizes Hospitals with PNRR Funds

Romania is currently in the midst of a significant hospital-building effort, with 19 medical facilities under construction or in the process of being modernized, thanks to funding from the National Recovery and Resilience Plan (PNRR).

Health Minister Alexandru Rogobete announced that this is the first time in 35 years that Romania is building 12 new hospitals, plus three more funded through credit, and three more with World Bank support. The minister highlighted this as the most significant hospital-building effort Romania has seen in decades.

The PNRR, which Romania secured a significant portion of since 2021, totalling about 9.44 billion euros by May 2025, includes both grants and loans. The grant components have been fully secured following recent PNRR renegotiations, ensuring continued support for hospital projects.

In addition to the 15 hospitals under construction through the PNRR, there are three more hospitals under construction with World Bank support. However, five healthcare units originally slated for PNRR financing will no longer receive funding due to repeated delays and legal challenges.

One such project is the hospital in Lugoj, whose contract was terminated after being contested five times and failing to meet deadlines. Another example is the hospital in Neamț, which has encountered legal contests, preventing the signing of a financing contract.

Despite these challenges, the minister expressed optimism, stating that Romania is currently building 19 hospitals, a feat not seen in the country in over three decades. Unfortunately, out of these 19, five sites remain inactive due to repeated delays and legal challenges.

Funding negotiations for these hospitals are still ongoing, and the specific hospital names under construction are not explicitly listed in the available sources. However, it is confirmed that hospital modernization projects are ongoing with PNRR financial support.
