Garda investigation to be initiated following Children's Health Ireland report
A yet-unpublished report from Children's Health Ireland (CHI) is set to be handed over to the Irish police after concerns were raised at one of their hospitals. This announcement was made following a discussion at a Cabinet Committee on Health, attended by major government figures such as Taoiseach Micheal Martin, Tanaiste Simon Harris, and Minister for Health Jennifer Carroll MacNeill.
The report, which has reportedly caused quite a stir among government officials, is said to reveal a need for a thorough evaluation of the use of the National Treatment Purchase Fund (NTPF) and other waiting list initiatives. Alarmingly, it was found that some of the longest waiters were overlooked at NTPF clinics, with 45 children who required immediate surgery being placed back on a single consultant's inpatient waiting list with a significant wait time.
Referencing the report, it states that a comprehensive review of all access and waiting list initiatives, including the NTPF, needs to be undertaken. This review should cover governance structures and processes for approval and sign-off, aiming to expedite patient access to care and ensure a fair and equitable service for all.
The report's focus on interpersonal relationships between staff revealed concerning behaviors within the service in question. Numerous staff members reported a toxic work culture that was significantly affecting staff morale and influencing the service's overall operation. The report also revealed difficulties between individual consultants, as well as an exceptionally high rate of departures by clinical nurse specialists from the service between 2013 and 2020.
In response to the serious concerns raised in the report, the NTPF placed a temporary halt on insourcing work with CHI and initiated an in-depth review of its operations with the organization. Key areas of focus include ensuring compliance with guidelines and appropriate use of NTPF funding.
The Taoiseach, Micheal Martin, has voiced his belief that the temporary suspension of funding by the NTPF is indeed the correct decision, highlighting the need for transparency and accountability in the wake of the report's findings. Minister Carroll MacNeill alleviated concerns around scheduled surgeries, assuring the public that the suspension would not impact ongoing procedures.
