Victim Speaks As Paedophile Burrows Faces Sentencing

The first known sufferer of serial predator Richard Burrows has shared his regret for not reporting his abuse at the time, hoping to save others from a similar fate.

At Chester Crown Court today, 81-year-old Burrows will learn his sentence, following his conviction last month for numerous sexual offences against young boys. The judge stated it is "inevitable" that he may never be released.

Fleeing justice for 27 years, Burrows had been living in bliss he called "paradise" in Thailand under a stolen identity, after he skipped town in 1997 when he was due in court. He was finally apprehended upon his arrival at Heathrow in March last year.

Throughout the trial, it emerged that Burrows exploited opportunities of power and manipulation to abuse boys spanning from the 1960s to the mid-1990s. He served as a housemaster at a school for troubled boys and befriended other youngsters through amateur radio clubs.

One of his earliest victims, now 71, shared his story with us: "After 57 years, I finally feel a sense of relief. It's as if a weight's been lifted. You often hear that phrase, but this is the first time I truly feel it." He described Burrows as a "devious, despicable creature."

The victim, unable to be identified as he is a survivor of a sexual offence, attended Burrows' trial and delivered a victim impact statement during sentencing. He spoke of his regret for not reporting the abuse at the time due to fear and shame. "Had I spoken up, perhaps I could've prevented others from falling into the same trap," he said.

Inspired by the regret he carries to this day, he contacted police after seeing an appeal for help in finding Burrows on the BBC's Crimewatch programme in 2011. Only ten years later did he finally see justice served.

Expressing his frustration, he said, "I can't help but resent Burrows for the 27 years he managed to evade justice while leaving a trail of devastation in his wake."

He believes there may be other victims who have yet to come forward, as he stated, "I don't think I was Burrows' first victim. Based on the pattern of abuse, he was likely practiced at what he did before our paths crossed."

A onetime victim, James Harvey, waived his anonymity and came forward in 2019, sharing his harrowing story of abuse through Burrows' involvement with sea scouts[1][4]. Burrows had been charged in May 1997 but failed to attend a hearing later that year, and remained a wanted man until police used facial recognition software to match him to a man using the name Peter Smith[3]. After his 2022 conviction, judge Steven Everett noted, "Your crimes have caused untold distress and trauma to the victims and their families."
