Further, there is a norm prohibiting noisy construction work between 13:00 and 15:00, as well as on Sundays and public holidays (new buildings have a grace period of 1.5 years for active repair from 7:00 to 23:00).
If peaceful negotiations prove futile, you can contact the police or the Moscow Housing Inspectorate (an online complaint can be submitted). Particularly noisy work may be a result of illegal renovation, and the supervisory authority will terminate it.
