In the year 2025, families in the Altai region, including expansive households, were given a helping hand by new social initiatives that took root in Russia during the same year, as per the municipal office of Biysk.

As a result, 4,788 parents (3,317 gainfully employed, 1,471 unemployed) were awarded a childbirth grant from January 2025.

Overall, 2,094 expecting mothers have already pocketed the universal allowance, a program targeted at families with low income and children under 17. The support was allocated for a total of 96,775 children.

The maternity capital program is yet another popular social support option. Since the beginning of the year, the Altai branch of the Social Fund of Russia has issued 3,418 maternity capital certificates. A notable 3,239 certificates were proactively delivered, with no need for parents to visit physical offices. All necessary documentation was handled through their personal accounts on "Gosuslugi."

Earlier, the Altai Social Fund branch shed light on who was eligible for childbirth grants in the Altai region, how the universal allowance was determined when there were existing children in the family, and whether unemployed parents were eligible for the childcare subsidy until the child turned 1.5 years old. Unfortunately, specifics on the subsidy amount and eligibility details were not provided. In addition, experts from the Social Fund explained how the universal allowance accounted for interest on bank deposits. Additionally, information regarding social support measures for residents involved in the Special Military Operation (SVO) and their families was reported.

While the specifics for social support measures for unemployed parents in the Altai region are scarce, it is essential to note that the Russian Constitution assures state protection for motherhood, childhood, and the family and stipulates provisions for social security, including childcare (Article 38 and 39). Moreover, voluntary social insurance and charity initiatives are encouraged in addition to law-established state pensions and benefits (Article 39).
