Tobacco products are seeing a price hike in Kazakhstan once more.

The Kazakh government is considering a hike in tobacco prices, as outlined in a newly proposed decree by the Ministry of Finance. This move aims to create a balanced tax and pricing policy for various tobacco products, including cigarettes, cigars, cigarillos, and heated tobacco.

According to the draft, the objective is to increase the minimum retail prices for all listed products. The proposed changes aim to implement a tax strategy intended to lower tobacco consumption and distribution within Kazakhstan.

The discussions surrounding this move suggest that the government hopes the increase will have a significant impact on public health by reducing the number of smokers. The amendments to the Ministry of Finance decree are open for public comment until June 19.

It is worth mentioning that cigarette prices increased on the first day of the year, with the minimum retail price for a pack of cigarettes setting at 870 tenge.

Debates among citizens reveal mixed feelings about the decision. Some argue that this move will help reduce smoking rates, while others believe it's merely a scheme to fill government coffers. A common concern among the population revolves around the lack of credible statistics showing a decrease in tobacco consumption.

Critics of the proposed price increase claim that smokers would either continue to smoke at the same rate or seek alternatives such as black market cigarettes or other harmful substitutes. Some users on social media have pointed out that bans on vapes have resulted in an increase in tobacco consumption, as the income gained from vape sales flows directly into government budgets.

Others argue that changing tobacco prices is not the most effective way to combat addiction. They propose a shift in focus towards creating circumstances that make smoking less desirable and offering alternative stress relievers for motivated smokers.

It should be noted that, historically, spikes in tobacco prices have led to increased black market activity, making the enforcement of such regulations challenging. In addition, there are concerns about the economic impact of higher prices on consumers and small businesses. While the overall aim is to enhance public health, the increased prices may place financial strain on certain demographics, which could escalate inflationary pressures in Kazakhstan.

  1. The proposed changes in the Ministry of Finance decree aim to implement a tax strategy not only to lower tobacco consumption but also to promote health-and-wellness by reducing the number of smokers in Kazakhstan.
  2. Critics of the proposed price increase argue that people might resort to alternative harmful substances such as black market cigarettes or vapes, which could have a negative impact on the public's health in the science and health-and-wellness domain.
